MARS HILL – Despite having to deal with increased expenses – wages and fuel – the Town Council met Jan. 22 and unanimously approved the 2008 municipal budget for just over $1 million. “The total local budget – what we control, not including school or county figures – the town’s portion of the budget was approved at $1,260,768. That’s an increase of $29,864 over 2007,” said Town Manager Ray Mersereau. “That’s just under a 3 percent increase over last year’s budget.”
The majority of the increase, according to Mersereau, comes from wage increases and fuel costs – both heating and for vehicles.
“The $29,864 difference from last year includes wage increases and fuel – fuel’s the 800-pound gorilla in the whole thing – there was a $10,000 increase for the community for fuel alone. Fuel also went up for highway maintenance. We were fortunate to maintain it – keep the figure that close,” said Mersereau.
Mersereau indicated that the increase was small enough this year to maintain the mill rate at the 2007 level.
“The mill rate for 2008 is expected to stay the same as it was last year at 20.0,” said Mersereau.
Having two major contributors to the tax base has helped to keep the mill rate down.
“The wind farm and Basic American Foods are two major contributors to the tax base. Not only have both provided jobs, they’ve been a huge help in keeping taxes down,” said Mersereau.
Mersereau said he was glad to have the budget process behind him for another year.
It’s exciting, trying to get year-end stuff done. We finally put the budget to bed for another year with Tuesday’s meeting,” he said.
The Council had no problem passing the new budget, with little public concern being raised over the need for a slight increase.
“Everyone knows we have to pay more for fuel. The increase was really not an issue for the community,” said Mersereau. “The budget is a bit higher, but nothing serious.”
