Captain Ray Burby, right, of the County Composite Squadron, Civil Air Patrol received the Maine Wing Public Affairs Officer of the Year award, as presented by Capt. David Barbosa. Capt. Burby was selected among other public affairs officers in the state for keeping the squadron members and the local community informed and aware of all CAP programs including emergency services, aerospace education and cadet programs. Capt. Burby lives in Caribou with his wife, JoAnn.
