PAYT payments just don’t add up

I have recently heard that the towns of Mapleton, Chapman and Castle Hill are receiving monies from Presque Isle in anticipation of the profit from the “Pay-as-you-Throw” program for 2013.
I do not know if they are receiving this “windfall” on a monthly or quarterly basis but PAYT is a program that has, since its inception, lost thousands of dollars annually and somehow this year, after three communities dropped out of the Pay-as-you-Throw program, there will be a profit.
How can the city of Presque Isle pay out an amount which is not known yet? Why not use this “profit” to begin to make up for the prior year’s losses? How the Presque Isle City Council could enter into such an agreement and pay in advance of knowing what that year end “profit” will be is absolutely ludicrous and yet the Council chooses to close City Hall for two and half hours per week for the rest of the year to save $5,000.
