To the editor:
I do not understand why the city has not considered the Army Corps of Engineers, or the Maine National Guard Engineer Battalion with millions of dollars of equipment to engineer the project, and re-construct the River Road? Why do we need people from down state to do this, and spend thousands of dollars, when we have the resources right in our own back yard? Just saying. From a simple citizen of Caribou.
