Houlton man indicted of kidnapping, terrorizing

HOULTON, Maine — A Houlton man charged with kidnapping in March after allegedly holding the woman he was in a relationship with captive for several hours has been indicted on numerous related charges.

Aroostook County District Attorney Todd Collins released the results last Tuesday of the grand jury indictments handed down on June 9.

According to Collins, Dushko Venelinov Vulchev, 39, a naturalized U.S. citizen originally from Bulgaria, was indicted on eight charges — kidnapping, domestic violence assault, obstructing the report of a crime, theft, domestic violence terrorizing, improper contact and two counts of violating conditions of release.

Houlton Police Chief Joe McKenna said at the time of the arrest in March that the victim was found naked, bruised and “very shaken, emotionally” after police arrived at the Court Street home where she allegedly was being held captive. McKenna said that the woman’s parents, who live out of state, had called police to check on their daughter’s welfare after they were unable to get in touch with her.

When police went to Vulchev’s home and he did not respond, the officers obtained a search warrant to force open the door. Once in the home, officers allegedly heard a voice calling for help and found both Vulchev and the woman in a bedroom.

Vulchev remains at the Aroostook County Jail in Houlton, unable to make bail.

Amanda L. Trecartin, 31, Houlton, aggravated furnishing of scheduled drugs and furnishing scheduled drugs.

William D. Conklin, 35, Weston, aggravated assault, domestic violence assault (two counts), criminal restraint and aggravated criminal mischief.

Gregory Burke, 25, Houlton, violating conditions of release, domestic violence terrorizing, domestic violence stalking, harassment by telephone, tampering with a victim and impersonating a public servant.

James Skirvin, 42, Merrill, theft of a firearm and possession of a firearm by a prohibited person.

Brett M. Hanington, 25, Kingman, gross sexual assault and unlawful sexual contact.

Jed T. Rollins, 54, Parsonsfield, tampering with victim and violating conditions of release.

Curtis Varney, 58, Canterbury, New Brunswick, gross sexual assault.

Shane A. Bouchard, 19, Fort Kent, eluding an officer, operating while under the influence, criminal speeding and driving to endanger.

Patrick M. Kelly, 49, Madawaska, OUI with priors.

Kody M. Williams, 20, Littleton, aggravated assault, criminal threatening with weapon (two counts) and violating conditions of bail.

Sammy Rodriguez, 32, Willimantic, Connecticut, unlawful trafficking of scheduled drugs.

Francisco Vasquez, 35, Mansfield, Connecticut, unlawful trafficking of scheduled drugs and criminal forfeiture of money.

Caleb L. Graffam, 22, West Enfield, OUI with priors, operating after suspension and violating conditions of release.

Lacey Wardwell, 27, Presque Isle, arson and aggravated criminal mischief.

Ryan C. Young, 35, Caribou, theft with priors, escape and violating conditions of release.
