Council approves school land swap

Hilltop may be used for senior housing project

CARIBOU, Maine — City Council unanimously approved a land transfer agreement presented by RSU 39 during their May 9, 2016 meeting. Council’s approval is just one of the many required steps for Caribou to see a new preK-8 school come to fruition.

Since all preliminary site tests pointed to Teague Park as the ideal location for the proposed school, RSU 39 directors needed to transfer existing park land to a new location before going ahead with the project. If the RSU’s proposal is accepted at the state level, Caribou will not only receive a new school, but a new park with no local tax burden.

RSU 39 Attorney David Kallin of Drummond Woodsum explained the terms of the land transfer agreement to City Council members before it was approved, and said that “a portion of Hilltop School will be conveyed for a senior housing project,” as part of the agreement.

Other conditions involve the discontinuation of Park Street, as it will be part of the new school property. In addition to the Hilltop property, the RSU will also return the Learning Center and Sincock property to the city.

All terms of the agreement depend on whether or not the new school project passes when it goes to referendum. If all goes as planned for the RSU, citizens will be able to vote on the new school in November.
