On Tuesday, March 24, 2009, the voters of the town of Houlton can make a positive impact on the condition of the town roads and sidewalks by voting to approve the $1 million bond.
Long-term borrowing for major infrastructure repair makes sense for Houlton. The need for this work has been established. We have more roads and sidewalks in serious condition than can be adequately addressed through normal increases in our roads budget. Repair costs have increased substantially over the years.
One million dollars will cover the cost of fixing most of the roads in poor condition and a substantial portion of the sidewalks. The time is right. Bond interest rates are at historic lows. Moreover, the bond will provide a cost-effective way to get a large number of improvements done right away. By doing more roads and sidewalks sooner, we will save significant money rather than putting money aside for several years only to find out the cost has doubled or tripled. An immediate benefit is the boost it will have on the economy. The plan is to complete as much of the work as possible in 2009, bidding out the various projects. This will provide opportunities for local contractors and material suppliers.
The argument in favor of the bond takes on more value in tough times. Crafting a budget during an economic downturn is a delicate balancing act. It’s vital to find the right combination of an affordable level of services and a reasonable mil rate. Attempting to finance up to $1 million in infrastructure repair by raiding other areas of the budget to come up with the money would be nearly impossible to do without substantial cuts to town services or an increase in property taxes. Neither of these options is palatable. Clearly, the bond is the better alternative.
The Houlton Town Council and the Board of Budget Review believe the bond is in the best interest of the town and recommend its approval. However, it’s up to the voters to decide. Voting will take place on Tuesday, March 24 from 7 a.m. to 8 p.m. at the Gentle Memorial Building. If you are going to be out of town or don’t want to take a chance on the weather, absentee voting is in effect through Monday, March 23 at the Town Office during regular business hours.
I strongly encourage you to come out and support this action. Your vote is needed and will make a difference.
