Past Grand Esteemed Loyal Knight Harlan H. Huetson of the Sioux Falls, S.D. Lodge places the jewels of office on Ferland. Ferland is a Past Exalted Ruler (president) of the Presque Isle Elks Lodge and has served the fraternal order in many capacities, including president of the Maine Elks Association and chairman of the Grand Lodge Activities and State Associations Committee. He is a former Presque Isle chief of police and served as administrator for the Maine Medical Examiner’s office for several years until his retirement in 2011.
