I am writing to express the Woodie Wheaton Land Trust’s strong support for the proposed transfer of ownership of the Forest City Dam to the St. Croix International Waterway Commission. This transfer, contingent upon the surrender of the Federal Energy Regulatory Commission license, represents a critical step towards safeguarding the ecological integrity and recreational value of East Grand Lake and North Lake.
As an organization dedicated to preserving the land and water of the Chiputneticook Lakes region for present and future generations, WWLT recognizes the importance of responsible stewardship of our natural resources. The Forest City Dam plays a vital role in maintaining water levels, supporting fisheries, protecting wildlife habitats, and providing recreational opportunities for our communities.
Under the management of the St. Croix commission, the dam would be operated with a focus on fisheries, wildlife, recreation and flood control, rather than for hydropower purposes. This aligns with WWLT’s mission to promote the protection, preservation, and conservation of our lakes and shorelines for the benefit of all stakeholders.
We believe that the transfer of ownership to the St. Croix International Waterway Commission offers a sustainable solution to the challenges facing the Forest City Dam. By entrusting its management to a reputable non-profit organization with a proven track record of environmental stewardship, we can ensure the continued health and vitality of our waterways. We are confident of the commission’s ability to maintain this solution in perpetuity.
Therefore, we urge support for this transfer of ownership and advocate for the necessary legislative measures to facilitate the surrender of the FERC license. Leadership on this issue is crucial in safeguarding our natural heritage and ensuring that future generations can continue to enjoy the beauty and biodiversity of our lakes and waterways.
